HELP!! Big BUD#2 wont flower

Ok ordered some seeds got some free seeds there usally the bomb but ive had this big bud # 2 for like 8 mths now and its in the flower cycle for about 5 mths now with no signs of buds all the other plants flowered i really need it to bud its in straight peat moss and i need transplant it cause im sure its rootbound. its like 4 foot tall hasnt been getting much taller i dont know what to do imight keep it as a house plant. think it could b the soil? i always fertilize it

Well its got some gnats and there attacking the soil harshley i call em fruit flies so they esentiall lay eggs and stuff like flys they keep coming back i got a discounted price on some peat moss at a local store frick i thought i got em but that plants soil always get hit. It could be a male!!which is still cool but it doesnt have huge pods on it. so something must be keeping it from flowering i cant believe no ones had this happen

Try not fertilizing it any, just little water. Plants (as most livening things) will kick up procreation when stressed. Just a thought. It crossed my mind cause I got a couple cantaloupe plants that are under serious water stress from root eating gophers and 1000F plus temps. Ive had three ripe, but small fruit so far, unheard of this early.

is your 12 hours of darkness perfectly light-proof?
no light leaking in at all, and no peeking or opening it during the dark cycle?
be 100% certain that it is, and try increasing your cycle to 13 or 14 hours darkness.
also get some yellow sticky whitefly traps &/or Go-Nats or something...
are the bugs in the soil? if so, they might be feeding on your roots, which can stall the plants.
