Also, regardless, the UN council was sought, and declared that military aid in the form of weaponry and financial aid be given, and that declaration has been met by the US. So the US has met the terms of the agreement in that manner.

Putin has made nuclear threats – Fact.
The US has met the obligations of #4 but is now rescinding that obligation under Trump. US military and other aid to Ukraine has been halted – Fact
