Not sure what's up with the ice chest.
But maybe you just need to raise the float level cut off?

Okay I don't understand why you're putting ice in your toilet? THen removing excess meltwater ?Doesn't it flush on its own?

Why pour water in?
I pour buckets of water in the toilet to flush when I don't have any electricity for the well pump. But I assume yers is running.

You are suctioning the water out. This is why water continues running from tank to bowl after the gurgle...to fill the bowl to trap level. Pour the last gallon after the flushing action is done. And pour it on the bowl side rather than directly in the drain hole, or it my start the siphoning action again. If the toilet is in regular use, the low level is not really a problem, as it will be corrected with the next flush. But if it is not in regular use, evaporation of the trap water will start to leave an air passage through the trap, which will allow sewer gasses into your house.

alot of ways im a first rate plumber but this is one aspect id never had a reason to think about
so we all see it how the fush trails off and water keeps running a bit
lower flow alot but it does
is this an aspect of the ceramics designs or the flutter valve?

I think it's due to trap shape. Toilets are an 'S' trap by necessity. Code used to allow 'S' traps under sinks, but no more. Now you need a 'P' trap. I believe the reason for the elimination of the 'S' traps was due to their ability to suck all the water out of the trap.
