The Vermont Senate Wednesday took a final vote on a bill that would legalize the possession and cultivation of small amounts of marijuana, but not taxed and regulated sales. Gov. Phil Scott has said he will sign the bill into law.
If and when he does, Vermont will become the first state to have legalized marijuana through the legislative process. Eight states and the District of Columbia have already legalized marijuana, but those were all through the initiative process.
The bill, House Bill 511, legalizes the possession of up to an ounce of marijuana and the cultivation of two mature and four immature plants by persons 21 or over. It does not allow for legal commerce, instead "retaining criminal penalties for the possession, dispensing, or sale of larger amounts of marijuana."

Legalization will be short-term gold mine for the black market as they can undersell the rec prices and even their prices will be pulled up. Get planting before the price inevitably begins falling!

Yup.

It's what i said earlier, starting with high taxes to the grower (taxing stem, leaf and root beside the just the flowers weight.)
umpteen taxes in between to the final canna sales tax, all before the normal state sales tax. ~35% tax to user.

High taxes is what guarantees a robust back market. The black market is necessary for the war on drugs

Hint. the laws were written by law companies paid by LEO to insure the drug wars continues unabated. then they lied wooed the legislators by promise of tax revenue for their political feeding trough.

Remember the California prop64 creates more potential crime then it exonerates.

Get this:
legally every thing i grew this year i have to keep under lock on my property all the time. I can never legally travel with it as i could if i bought it from a legal dispensary in a State official sealed container (all part of the taxes).

Basically if you don't to pay the government extortion taxes, it is not legal.

How fucked up is that? the law was written to lure the user in a false sense of security.

I do like the fact of testing for adulterants
pesticides

but that shouldn't make it a crime to give a neighbor a flower I grew in my backyard

Right0. it just that prop 64 says if i give away the legal amount, less then an ounce, it still cannot leave my property where it was it grown.

unless i pay the 50,000 licence fee as a grower.


yanno i still prefer they didn't charge xtra taxes for testing for chems. just like the grocery store, if ya don't trust 'em grow yer own, or pay xtra for "organic grown", or buy locally. And with cannabis it really is just a weed, over loving it is the only thing that can kill it.


Taxes = black market = crime = happy cops

Whadda mean? there is a robust ciggy black market. or do you mean exempt form all the other crazy taxes? cause the powers-that-be smoke cigs, not whacky tobbacy? big Tobacco lobbing?

Ah-ahh! certainly big lobbing money then .... but the canna pesticide check/tax (yanno it it is gonna end up rubber stamped an ripe for kickback) is was to solely create more taxes, not for public safety whatsoever.
