Let's just google an article then shall we...

Trump social media claim of using troops to force water flow is refuted by California
Alright, let's see what they have...
Oh look, the quote you gave...
The California Department of Water Resources responded in a statement: “The military did not enter California. The federal government restarted federal water pumps after they were offline for maintenance for three days. State water supplies in Southern California remain plentiful.”
But wait, there's more...
“Water supply has not hindered firefighting efforts,” the Assn. of California Water Agencies said in a statement Monday. “Reservoirs in California are at or above average storage levels for this time of year, thanks in part to years of proactive water management.”
...and more...
State officials have also said that pumping to move water south from the Delta has nothing to do with the local fire response in Los Angeles. The governor’s office said on social media that California “pumps as much water now as it could under prior Trump-era policies,” and that “there is no shortage of water in Southern California.”
The state officials said "State water supplies in Southern California remain plentiful.”...“Water supply has not hindered firefighting efforts,”...“Reservoirs in California are at or above average storage levels for this time of year, thanks in part to years of proactive water management.”...“there is no shortage of water in Southern California.”, but we know that none of those statement are true. The three 1 million gallon reserve tanks were nowhere near enough water for Palisades, and their 117 million gallon Ynez reservoir was empty. So now we know they are just flat out liars.
Yet Trump DID issue an Executive Order...
EMERGENCY MEASURES TO PROVIDE WATER RESOURCES IN CALIFORNIA AND IMPROVE DISASTER RESPONSE IN CERTAIN AREAS
...in which he orders...
The Secretary of Defense, the Attorney General, the Secretary of Homeland Security, the Secretary of Commerce, the Secretary of the Interior, and the Secretary of Agriculture shall expeditiously take all measures, consistent with all applicable authorities, to ensure adequate water resources in Southern California.
So Trump DID take over control of the water, and he DID use the military in that endeavor.
