I wouldn't put an illegal regime change plot past Trump and the MIC. I don't think there is a lot a war fleet could do though in a coup attempt. Bay of Pigs redux springs to mind.

My guess would be China. When Chávez nationalized their oil production, they were in talks with China as US was threatening an embargo. And just this morning I heard in the news that US is preparing for naval 'training maneuvers' just south of China...found myself wondering 'why?', now it makes sense.

It would be great for Venezuela to get the PRC on their side. They've got lots of oil that China wants and China needs to exert its military sphere into the Western Hemisphere to assert its nascent global geopolitical ascendancy. With the US as an ally, you don't get democracy, you get a leash and regime change when the US doesn't like where the voters want to go.
