Yes and no. Cuttings use up a lot of energy to strike roots, so unless they have been allowed to harden off and grow a bit in order to restore sugar levels through photosynthesis, they can deteriorate during the trip. I would advise against mailing freshly rooted clones, and give them about a week to grow out first. One of my unresolved problems was getting air rooted clones to adjust to soiless mixtures without dieing.
Just because I can't spell misanthrope doesn't mean I'm completely stupid.
