Emphatically, yes. If say 5% of a random sample of people were Covid+, then with 90% efficacy, only .5% of the vaccinated would be capable of transmission. So, no "10% of the vaccinated will still be spreading the virus" will only be true if literally every man, woman and child is harboring an active transmissible case of Covid. And in that ridiculous hypothetical, the number of Covid- people who could be infected would be precisely zero.

In my words, summarizing from what I've read, it is possible for a dose of vapor entering the lungs then infecting, 5%(1 out of 20) if vaccinated, but unless it's multiple colonies take hold they can't transmit out, spread.

If you have a healthy immune system multiple colonies can't take effect simultaneously.
