sledgehammer restoration !!
i always have burned handles out. build a little or big fire and toss in.
after in fire a while or after fires out next day. tap the old handle piece out.
then hit with your wire wheel and paint. handles are pretty easy to replace.
when young many farmers had broken handle tools sitting around. i would
ask if i could have them. mauls, sledge's always was yes so got many sizes still.

sledgehammer restoration !!
Brass wire brushes are pretty soft and you'll probably wear them down before you remove all the rust. Try it, but steel wire is best. Or you could use acid.

i managed to take the core out it was more time consuming than i thought it would be...
the 2 metal screw/pins came out as i took the core out
i had these stone chuck attachments laying around so they kinda work, the middle one works the best its rough grained..

no need for a shiny finish on the inside of that maul head
those burrs you've pictured are all for bringing down metal which isn't needed here
you want that surface as rough as possible to afford a good mate to the handle your installing

Caustic sod is an alkali. Have you got any pH Down? Phosphoric acid will do it.
