This guy is delusional! He thinks "Over The Horizon" abilities can exist in a vacuum, without Allies and Warfighters on the ground.
IF there ever was a case for the 25th Amendment, this is it. He has displayed his mental decline in public multiple times! You've seen it. You've likely acknowledged it - even privately.
Short of that, he needs to be impeached and brought up on charges of Dereliction of Duty in not carrying out his Constitutional Duties!
