I think it's more economical than racial. Poor areas of all colors suffer most of the same problems I think you may be referring to, when you speak of oppression.

Póor folks are also hearded into ghettos, and left to the mercy of gangs, who extort, schools, that don't teach, and demoralize the students to sense no hope at all of escape. This political climate began with early European immigrants, and blacks who went into cities to find work. Corrupt politicians did the rest to maintain office with failed promises forgotten between elections. But I don't see it as a race problem.
