I dunno about enabling/disabling but PG let me log in but I was still told to:
“email roller2442@yahoo.com and I'll unlock it”

Yeah, about that.
Still under investigation.
It started on oct 8 right after a new forum was added.
Now it seems to be triggered by something in the admin panel, or some other random event on the board.
PHPBB maintains that it occurs when the server load reaches 100% of the processor capabilities, as safety precaution or something.
There is a Server Load tick in the admin panel which I ticked once or twice. It seems to like the 0 setting better than the 1
I havent been able to replicate it or find any indication in the logs of what is triggering it, but I Suspect
It may have something to do with the database being updated without the entire file system being updated.
The new forum was created between those two events, which I was hoping would go away when I updated the filesystem.
Thats all I know for now, but if you see the board locked again, that means it aint fixed yet, and if it doesn't do it again, then it is fixed.
I'll be monitoring the board fairly regular to see that it is up.

Its the 99% forum. Well so far so good with the fix, no disables since I made the change.
